OCRA announces new community affairs director

INDIANAPOLIS – The Indiana Office of Community and Rural Affairs announced Neil Elkins as the agency’s new community affairs director Aug. 24. 

In this role, Elkins will be responsible for the management, training and delivery of customer service, and supporting the marketing of programs to the key constituents served by OCRA, with the input of the project and program management staff. Additionally, this position oversees OCRA’s regional community liaison staff and provides ongoing training.

“OCRA’s community liaisons are the front door to our agency,” said OCRA Executive Director Denny Spinner. “Neil’s leadership abilities and his experience and passion for serving Hoosiers will help strengthen our commitment to providing excellent service to our partners.”

Previously, Elkins worked for the Dubois Pike Warrick Economic Opportunity Committee Inc., commonly referred to as TRI-CAP, for over a decade, most recently as the housing services director. He takes on the role of OCRA’s community affairs director with years of experience in serving communities and in grant management.
