USTF names Matt Kavgian director of operations and communications

ODON – Matt Kavgian has been named director of operations and communications for the  Uplands Science and Technology Foundation.

Kavgian will lead the organization’s operational efficiency and communications strategy, furthering USTF’s mission to grow the WestGate@Crane Technology Park into a vibrant hub of innovation and regional prosperity. USTF announced Kavgian’s hiring in a news release Tuesday.

Since its establishment in 2021, USTF has worked to attract top tech talent and foster an environment conducive to emerging technologies such as microelectronics, artificial intelligence  and hypersonics. Kavgian brings an extensive background in strategy, operational management and communications. He recently served as executive director of the Indiana Economic Development Association and director of strategic communications and projects at the Indiana University Foundation.

“I am honored to take on this role at USTF and contribute to the transformative vision for the WestGate@Crane Technology Park,” said Kavgian. “Together, we will continue to cultivate an environment that attracts cutting-edge talent, inspires innovation and prospers our region’s communities.”

No stranger to the WestGate@Crane Technology Park, Kavgian served from 2012 to 2016 with park tenant JRC Integrated Systems in support of NSWC Crane’s Command Advocacy Team and Strategic Systems Programs. During this time, he gained invaluable insights into the operational dynamics and collaborative opportunities within the tech park, fostering relationships with key stakeholders and enhancing project management skills. 

A resident of Bloomington, Kavgian holds master’s degrees in public administration and international relations, along with a certificate of advanced study in security studies from Syracuse University’s Maxwell School of Citizenship and Public Affairs. He has a bachelor’s degree in political science from Wheaton College.
